If it's miles ID suggest all the little breather checks etc, if that doesn't resolve it, a leak down test can help with the ring diagnosis if it is rings, though, typically rings go or dont, usually it's not a conditional blow by at idle. If anything I'd expect idle to seal, and high rpm to cause the blow by were it rings.
