Is the TPS sealed?

I have been having some weird surging on my R3T. I plugged in my Autel monitor and set it to view the TPS while riding. It is fluctuating and hitting 0% without the throttle position changing at all. I inspected my TPS and found that the rubber boot was not snug and there is also a tear in it where the cable sheath expands out to the boot. I have removed the bear claw so the TPS and boot are exposed to the weather and I have been know to ride when its raining.

Is the TPS a sealed unit or could water have penetrated the internals and be throwing off the calibration. I dont want to order a new TPS if they are sealed as I would be wasting diagnostic time while waiting and if not sealed wasting diagnostic time if I don't order one. Just trying to be efficient.

It is wavering between .62 and .69 at idle (running rich by smell). I do believe it is supposed to be rock solid. The question is could it be the a dirty TPS or a bad wiring connection (which I will be following up on in the next couple of days). I have to order the TPS as none are in stock if it needs to be replaced. I have not removed the TPS. Is it solid state or a rheostat? Solid state should not be impacted by environmental factors (unless it is not sealed) but a rheostat would be. That is why I asked.
 
Okay. Thank you. I tried to find if it was supposed to be tested with the engine running or not and could find the answer. Still learning Tune ecu have used it for maps and such but never for diagnostics or testing. First time I have needed to.
 
Thanks so much IDK. the reading was off by .04 adjusted as your and tune ecu instructions and it seems better. Now I need to get it out for a ride but will have to wait for the rain to stop.
