You have to read the entire listing. It is for a pair. I thought the same thing because the listing says "saddle bag". It is a set though.
Mike: They aren't lined but they appear to have a rubber or synthetic lining in the bottom and they open from the back to the front which would prevent any possible wind opening even if left unlatched! If you already have the brackets, which I know you do from your previous posts, they appear to be OK to me!
