1) With the key "Off" and the Bike parked;
1) You initially turn the key on;
2) When the Bike has started and is running at an Idle?

Grab a cheapie digital voltmeter from China Freight.

A bike's starter will crank strong with 11 VDC but the ECU and FI won't operate correctly when the battery's voltage is under 12.7VDC.

Btw, Today's off-the-shelf automotive batteries almost always need to be "Float" charged and Load tested before reinstalling it in a bike.
