On the last bike I had (a Honda Shadow Sabre 1100) you could adjust the rear suspension by twisting the rear shocks.. This does not seem to be an option on my Rocket.. IS the rear suspension adjustable? It bottoms out to easy right now ( I weigh nearly 300lbs) especially with a passenger.

If OEM, then yes. They have 5 adjustment positions. At 300lbs though I would recommend aftermarket shocks.

So the ramps just hidden under the chrome cover?
Yeah if you dont have a spanner wrench an allen key will work to turn collar, both sides should be on the same setting, making spring shorter will add preload, you will fill it click on ramp as you turn it, the hole is where you put the wrench to turn
