I have never had this problem
But I think what happen is that someone thought that the inside of the tps was rubbing and needed a spacer (like a washer) so they made one out of a bear can.
I would not reccomend doing this and whoever did this may have had a buggered tps.

@warp9.9 who has given me tons of excellent advice in the past...
 
It was done to take bind away from the TPS when it got set and tightened down. This started right before they had the new blue innards in them. Made mine out of the bottom of a soda can. Not sure if it was a fix. But I sure got to stop messing around with the TPS and the ISVC function.
They only time I did not use the stepper motor was when I first installed the supercharger kit.
Didn't take me long to put the idle stepper control system back the way it should be.
The last TPS I changed was someone else's in Richland West Virginia . Bothe mine have over 40k on the TPS units. We'll 60k on the falcon with the blower.
I'll try to make time to look and see if one came in the update kit once I get more mobile.
I don't seem to recover from surgery as quick as I used to !!!
