If it shatters at speed, the sharp remnants can cut your face, eyes, neck, perhaps very bad. That is why the windshields are made from specific material that is safe when it breaks.
Lexan/ polycarbonate doesn't shatter. you can cold bend it. I used it with an abrasion resistant coating. I made lowers for the Rocket, and it was night and day better on the highway.

Mine are impact resistant plastic. They are laser cut from a 50% fill plastic and contain with a rubberized agent so they don't shatter and resist breaking.
 
In the U.S., the legal safety framework is FMVSS 205, in 49 CFR § 571.205, which applies to motorcycles and glazing materials used in them. It is not simply “must be polycarbonate”; it is a performance/marking standard tied to ANSI/SAE Z26.1 glazing requirements.

I don't feel you are meeting the standard.
