@Rocket Scientist - Plenty of fish grunt and communicate via sound with clicks and different sounds so that could be defined as 'talking' and a couple of whole groups of species are generically known as 'Sweetlips' and 'Blubber lips'.
This Goliath Grouper looks pretty 'lippy' to me too.
and even gives 'Sweetums' a run for his money!
