I was looking at something similar. Not waterproof, but easy to get in to. I would probably just go on a 3 or 4 day trip. So fairly easy to plan for nice weather. And I think there's a rain cover. Amazon.com

Is it possible to tie down the bags on a base model R without a back rest or pannier brackets? Could you install some tie down anchors somewhere? I just want to mount a bag directly on top of my pillion seat for everyday use
 
For a small bag I run a strap under the seat and up and over the bag. For large dry bags, etc I also tap into the backrest. I’d think you want to add one of those for anything of size
 
I used a Kriega 20L? maybe smaller. There's a plastic mesh on the underside I circled out just enough to fit the seat mount thru and worked out a way to close it with all the extra straps they package with it. A temporary and homely solution to use until the factory side bags were ordered and installed.
