Those who've had their bikes tuned by the likes of Tripp or Lush, are the secondaries open all the time or are they used to control air flow?

All the tune I have seen have them open 100% across the whole table

Very easy just click on the second throttle tab the screen will show the boxes with the percentage of throttle click on and change all the boxes to 100% you can do multiple boxes by click an drag but which ever way you do it, you just click on box and you get the up/down arrows

I read the OP's question and The tunes I have in My library are all Tripp and Lush tunes.

The tunes I am talking about having seen are By Neville Lush and Wayne Tripp, SmartArse ...not
