Mudguard Nuts Question

I ordered some tie downs that replace the bolts that hold the mudguard on but the boats that come with it or two large is there any way to get those nuts off on the inside of the fender they seem to be welded on to that bracket do I just need to cut them off?

Why not just buy the right bolts? 100x easier and reversible.

NO - They are weld nuts. much easier to find the M10 x 1.25 and the M8 x 1.25 bolts and go from there AND there is no need to strip the rear fender down to gain access.
