Master brake cylinder chrome cover

Please bear with me here. I got a master cylinder cover for my R3T and I feel I bit confused by two parts that came with it. Part number A9738069
I did some research online but couldn't find installation instructions. The two parts are a black, plastic washer (spacer?) And a ribbed chrome sleeve. Both are in the picture attached to this post.
Where do those go???

And yes, I realize I may get publicly shamed for this so bring it on!

Agreed. The ribbed part is a bushing that adds some friction when you swing your mirror.
