Headlights too low

When I bought my bike I had the same isues and in my case it was when they installed the windshield it sat on the headlights I rassed the windshield up a 1/4 inch and was able to raise up the lights to were I thought they were good
 
Does anybody know the right way to bring the low beams up a little?
My lights are so low that when i brake hard at night the road disapears, i asked the dealer to adjust them last time the bike was there, they said they did but i don't see any difference, its been like that since new, at night i always ride with the high beams, which they are about where the low beams should be.
It's all in the manual, Lupe. I think the Bishop has it linked on his signature. It's easy - getting to the adjuster is more hassle than the adjusting. It may also be in the riders hand boook - now I think about it.

I find the dip beams a bit on the poor side. Mine are set correctly - I've a friend at one of the "test" centres - They have a beam collimator. On main they're spectacular. On dip they give a bright pool of light close in - and the "cutoff" is in the correct position but weak. I use the Fogs to compensate on country roads. When I get my Buell back together - I'll be fitting HID's into the R3. I've already made new looms etc - but don't want to have two bikes immobile.
 
Remove the ignition switch cover (allen key) use a 12mm (if memory serves) to loosen right side nut, tilt to suit, tighten, replace cover. Done.
