Fuse? Relay? Short? Loose Wire?

Ignition switch on gets me headlights and tailight and inside gauge rim lights but no idiot lights and no needle sweeps until I start bike. Then needles sweep and idiots lights come on. Any ideas why the delay with the idiot lights and gauge sweeps until bike is running?

first of all are we talking about the 2006?
i have heard of this type of problem but can not remember the fix maybe the guy will answer up.
i would change the engine management relay
check all the voltage on the fuses.
that maybe the start of some real problem

been giving this some taught
when i was working on mine i tried something i disconnected the ecu and it was still able to make the gauges sweep and the lights on gauge light up.
so i think that the problem might be in that gauge or the connectors going to the gauge.
