It doesn't take a lot of torque to pull or mount the axle. I use a 12mm allen with a 5mm backing allen and spin it right out or in. If one tool won't work, use two............

I use a 1.5" bolt with 2 nuts welded on it.
nuts go in the hole and head goes in the socket.
