Fender/Struture clearence

I would like to know if this gap between the rear fender and the metal struture is normal.
When i screw the license plate, it make to much force that have break one screw.

The onlything that fits between there is the license plate bracket. Yours looks bent.

Just had mine off and yes yours does look bent
