The bags are less than 2 minutes per to remove. Three, 3/8 bolts. Shouldn't be an issue for access to the shocks.

I have Beetle bags and Progressive shocks. The Progressives are adjustable by hand----------if you can get a grip. With the bags on, I can not. So I also agree, take bags off.
I carry a small ratcheting wrench for the purpose. Open end solid on side other side ratchets--make the job of bag removal/replacement very quick and easy.
