If you have not slotted your cam gears and can't rotate the cams the degree wheel is pretty much unnecessary it seems to me?

Yes true, you have only the movement of one or more teeth on the gears. In general though, if the chain is so loose that the engine can jump time it might be better if the cams are advanced a tooth than retarded a tooth.....but they never jump to an advanced state.
