I run my head lamp on high beam with the passing lamps on all of the time during the day light when I ride. also.
I get flashed by on coming cars sometimes, but I figure hey,, that just means they are working like I want. If they can't see ya, they will kill ya!
Shining hi beam into the eyes of someone driving towards me, day time or not, isn't something I'd do. They're flashing you not just because they're pissed off; it's potentially dangerous.
