They are the plexiglass wings that bolt to the front forks below the windscreen. They have holes for the front turn signals to peek through (if you still have those).

Even with a windscreen you'll find there's still some helmet buffeting on most bikes. This effectively comes up from underneath the bike and straight up into your helmet. The wind deflectors, or lowers, break this wind flow, and direct the air outwards. If helmet buffeting is causing you a problem, the deflectors will usually assist.
You can get an idea if they will have any effect by holding your hand under your helmet to see if buffeting abates a little...
I love them I can now ride with a hat at 60 mi. and its stays on, it also keeps wind off of my legs so I don't have the pressure on my bad knees that does not seem like much, but on a all-day ride it really helps. this may seem crazy but mileage went up by 2mi. but I pull a trailer alot, may be it kicks the wind out a little more around everything.
Why deflect the wind? the whole point of riding a motorbike is to feel the wind and the bugs hitting your face

There is one thing to "feel the wind". There's another to be beaten and buffeted by it. I have the deflectors as well; but really don't use them much anymore. They look dorky. Well, the whole Rocket looks dorky too, but I didn't want to add too much more dorkiness to it....
