What's with my oil cap ?

2016 Rocket III roadster
Checking the oil level. Last change by dealer. Cap seemed very tight. Finally turned numerous counter clockwise. Removed cap. Owners book say "reinstall and tighten fully". This just seems to be a "plug type cap". Turning it clockwise is not going to do anything. A small piece of clear tape fell out as I removed it?
