Setting the Clutch

All: I have been rebuilding the engine (replaced the output shaft bearings) and am nearly done with assembly but the clutch is not operating correctly; can someone let me know what needs to be done.
1: the clutch was NOT touched in the motor, only the cable and lever were removed.
2: the engine is drained of oil, will fill after the pan is dropped and cleaned out of ground bearing.
3: the clutch cable has very little to no resistance currently.
4: I can manually rotate the clutch leaver by hand with little resistance too.
Will adding oil solve this or is there a step I'm missing?

assuming cable is connected each end,, sounds like the lifter piece is behind/not sitting into the lifter shaft, or the lifter shaft is rotated out of position



are the dots lined up on outside end of the lifter arm?

Turbo - Thank you for your insight to the clutch cable issue - your pictures were extremely helpful. The Shaft did have a dot but the arm does not but I lines it up just like your picture, set the free play and it works great!
