What is this and does/will it work to make the fuel/oxygen mix richer?

Looks like it disables the O2 sensor and tells the ECU the intake air temp is lower to richen up the fuel mix. Also looks to be a lot of splicing into the wiring harness.

Problem is with that kind of stuff, yeah it may do what I described, but for how long before it breaks? You get what you pay for.
