Mirrors still move even when bolts are tight

I reinstalled by mirrors after trading my black ones for a set of chrome ones, but now I can't seem to get the bolt that holds them on tight enough to keep them from moving. And does this wavy looking spacer have something to do with holding them in place? Do I need to replace these spacers?
 
yes the wavy looking things are what makes the grip.
 
They are crush spacers dealer should have them.try service department sometimes they have extras laying around.
