G'day and welcome. It is not hard to take the tacho apart (but it is a bit harder putting it back together), so it may be worth checking that it is clean and dry inside. If there is dirts etc in it then the high humidity in your area could cause a few problems.
I took it apart and cleaned b4 handing over to a instrument fitter, he thinks its a component on the PCB and covered in epoxy.
