I think a better picture is needed. I don't think a dealer would replace a "head" gasket for only $1500, maybe. Usually it's the valve cover gasket that has a problem with leaks. And some dealers would gladly charge you $1500 for an hour job, if they took their time.

Before you go spending a fortune check the rocker gasket closely as others have said. Also the oil breather is at the back of the motor. It runs on a pipe up to the airbox. If you have aftermarket airfilters (like K&N's) under the chrome bearclaw a small filter is usually fitted to this breather. The breather tube may also be cracked.

I have a filter on this and my bike gets a buildup of oil over time around this area, I clean the filter, degrease and clean area

Unless you can physically see it leaking/flowing out i'd recommend closely monitoring it. I have no faith in dealers fault diagnosis/abilities but big faith in their ability to remove money from me.

Head gaskets leaking are very rare on the Rocket . Just my opinion but oil leaking from a head gasket would come with more obvious symptoms . I agree with @sleeves on this one !

the guys have pretty much covered the situation.
also there is an oil sending unit in that area so u might locate it and watch to see if that is the problem. (like others have said i would take my time and make sure where the leak is.)
does it have the original air filter or is it just aftermarket 3 filter set up? if it is original
u might want to pull it to see if it is full of oil.
