I have an '08 R3T. Is it normal that the last gallon of gas I have to put in takes forever because it wants to splash out? It acts like it isn't venting. Is this normal?

Not with my 05 fills right to the plate.. maybe tube kink or tight zip tie under the Tank to the fuel evaporator tank..
 
I have the same problem with my 08 R3T, I even tried using one of these.....

it helped a little but I found it really wasnt worth the hassle of keeping it in a plastic bag and digging it out every time I needed to fill up,

I just pull up on the boot, and fill slowly

Its normal, my 2010 touring does the same thing.
I just start backing off on the pump as it gets close to filling up.
Some gas stations have pump handles that allow you to slow down the flow of gas, others don't.
 
As you've heard, the shape of the Touring tank makes filling it a real pain. If you're not lucky enough to have chosen a pump that will run very slow, you're going to make a mess if you try to top it off.

I haven't tried the pulling up on one of my boots trick to help with the problem, would that be left or right boot?
 
5.5 out of 5.9 (gallons that is)

I figure I can only get about 5.5 gallons in the darn thing, maybe 5.6 at the most. The filler tube below the cap is maybe 1.5 inches tall and you can only fill to the bottom of that without running it over. The fuel gage is another issue, only indicating distance in incemements from the bottom to the top of the tank. Totally ignores the tapered shape of the tank. I get about 60 miles to the first quarter tank, then maybe 40 to the second quarter, then about 30 to the third quarter tank. I've not yet determined the distance the final quarter would get me as the R3T is a heavy beast to push.
 

5.5 gallons times it by 4.5 litres = 24.75 litres

The rocket tourer holds 22 litres , think i would be having a word with my petrol station about fiddling the pumps . Oh and mine splashes has well , i just learnt to go slow
 
Specs

The U.S. specs where for 5.9 gallons for the R3T if I remember correctly. I could well be mistaken though. Whatever the case may be, it still can't be filled completely without splashing gasoline over the filler neck.
