Engine turns but won't start

Hi guys, back here again with a different issue.
My rocket 3 has recently had a an engine swap from a 2007 engine to a 2005 with 5000 miles on the clock. Bike was runng great and covered 1600 miles around Scotland nc500 without issue.
Due to a house move I've had to store the bike outside for about 3 weeks till I put a shed up which it is now in. When I came to start it up it fired up as usual for about 30 secs then stuttered and died and whilst it'll turn over it won't fire (it did try once for all of a second). I thought maybe given it was outside water could have gotten it the tank so I've drained all the old fuel but couldn't see water other than a bit where the excess fuel drain is on the tank. I've put 5 fresh litres of E5 in it with some redex but still won't start. What I've noticed however if I try to turn the bike over without twisting the throttle the exhausts are clear, if I twist the throttle whilst trying to start it emits white smoke anything else I can check for?
 
The hole that drains water is on the left side and the front tube with a hose that dumps water to the ground so if that tube or hose is plugged it will let water enter the tank.
No matter how many times you change gas u will still have fuel in the fuel rail
1i would use starting fluid to.try to get it to fire and maybe keep it running long enough to burn the gas in the fuel rail.
Once it gets warmed up it will burn old gas if it is not real bad.
