Getting neutral can be stubborn at times, at least for me. Got almost 16K on her now (...I know, I know but I have two other bikes as well that share my mileage accrued) and she's resistant sometimes.
Takes a fine touch most of the time to gently tap/push down/lift up into neutral. Sometimes she won't go there at a stop; still stuck in gear (1st) at a stop so you just let the clutch out a little; roll her slightly... grab the clutch and she'll slip into there (neutral).
Most of the time I'll slowly roll to a stop and easily slip her into neutral at the same time; though school of thought is to always leave it in gear at a light so you can quickly egress a situation if a cage is running up your ass at a light. Then you have to deal with the pulled in clutch for too long... extra wear on the lifter shaft because of it... got to find that harmonious balance between all of the risks....
A new Rocket will be hard to get into neutral. A Rocket that's aging will get into neutral easier.
