I think the guy is deaf and did not hear the police officers commands.

If the police were not using hand motions to signal him to pull over then how would he know? He did look back, but he was doing nothing wrong.
It does not justify the police knocking him off his bike and tackling him to the ground.
Now if the guy is hearing and heard everything then yes he was an idiot for not pulling over.
That could have been me, I am deaf too.
Opinions?

Me TOOOOOOOOOOO:D As Anthony said(and he is retired NYPD) after the first bump he should have put two and two together, used to have a pal back home who was 100% deaf and he knew everything that was going on around him, he was constantly checking his mirrors and turning his head and boy could he turn his head he was like a bloody owl.
All we saw was a wee clip would like to see the entire made for TV movie.:D
 
I watched it a few times. I don't think there is enough information here to know the entire story. With that said, I think it is safe to say the rider did not hear or understand the officer's commands and did not expect to be tackled off his bike OR HIT by the officer for that matter. I wish I could know what the outcome of that story is.
 
Looks to me like he was heading foir the car park after the first bump and intended to stop there. The first bump was probably justified but second one, the tackle and headlock unnecessary. Rider's a dill but the cop's a typical power-tripping pig - IMHO. Hope they both copped it.
