Don't know the ral
As usual: the colour doesn't matter if it's black

Haven't don't it with the bolts - I don't think that it would last long
I would also left out the pivot point - it's already a little bit raised so it won't rub while moving.

Not yet - it is on the "to-do" list, but way further at the bottom

I recently got a great deal on a set of pannier mounts and panniers that look unused but the mounts are in black color but still deciding which color to really go with. Chrome look may be better but then the black looks decent too. I was going to consider powder coating to a chrome look but was concerned on how well that hold up. I’ll try to get time to bolt up the black ones to see which way I’m going to go. What part of Texas are you located?
