Changing the filter won't hurt, but that sounds like the old TPS crapping out ( very common problem)

OR beings when the TPS goes out it usually increases the RPM's to above 2,800 RPM's
so I'd think your TPS has slipped some to make it idle that slow...
Just a thought, but the only thing I can think of to decrease your idle that much.
Loosen it up and turn it ever so slightly to increase your RPMs..

Make sure the connections to the ignition coils are tight and not corroded
