It's pretty safe actually. Just make sure you only spray inside of the tire. The beauty of this trick is if there is excess fuel in the tire it won't cause an explosion because it quickly consumes the available air in the tire, snuffing itself out. You should purge the tire of fuel vapor as soon as possible. Also I would be careful not to get WD-40 on the brakes if you choose that method. For both of these reasons I prefer ether/starter fluid, it won't leave residue and purges easily with a few cycles of compressed air.
After this is done, you usually end up having the tire removed, wheel and tire cleaned and reseated because there will usually be debris, mud, dirt in the bead causing a slow leak if you don't.
