Looks to me like the poor sod guy suffers from an erection (or lack thereof) guilt, which, to him, requires both a (fairly common and usually benign) freundian transfer in the form of hi bars, hi pipes, etc. and, nevertheless (and far more pathological) , a self-inflicted post-freudian punishment in the form of public crucifixion.

Did he really need the risers? Those aren't Missouri plates, are they? His kickstand is falling off.

Oh no... I think that sign says "Missouri Department of Transportation" with a MoDot logo next to it .

You know that the Harley fad is over when you have to do stuff like that to be different
 

It's probably a Missouri DOT officer on his way to work........
