Not necessary to cut. Remove the bulb assembly by twisting and let it hang out of the way. After installing the bracket, the bulb assembly can be re-installed through the hole on the bracket.
the wires for the number plate light and the indicators follow the underside of the mudguard and then go behind the R/H side panel where they can be disconnected and the loom pulled back through no need to cut them.
