SUCCESS! Like Ian said, raise the rear of the frame a little then the front. Keep edging it up. I was on the right track yesterday, but the hoisting cable for the front was attached at an angle toward the back using an overhead beam. So I rigged a vertical drop to the forks so they pulled straight up. I hope it goes in easier than coming out. Thanks for the suggestions and encouragement.
Oh, I had bought the tool T3880063, but it didn't fit over the adjusting bolt head. I had to bore it out in a lathe. While I was at it, I took a 1 1/16 socket and milled it to make my own T3880062 for the swing arm pivot.
