Mainland EU has become VERY anal about pipes. The only way around it is something old.T/K just skip over the border and register your bike in Germany .. they seem to get away with building some pretty wild machines .
When I was in Germany in the late '90's I lived near to the Cafe Hubraum. http://www.cafe-hubraum.de/ - The police would sit waiting for wild machines. They slapped a 30kph limit on and always had dB meters handy. Only a fool (or foreigner) went without dB killers in.
I've had the same comments from folk who say "Spanish Custom builders manage" - Not many of their bikes get used or the builder pays a small fortune to get it an SVA pass. But loud wont get an SVA - not now.
The Italians seem to have a good handle on pipes. They think of a design - find away to get it legal - and allow you a simple way to "risk it".
