I would suggest using Marion, VA as a base town. It's right on Interstate 81 so getting and going will be easy. To the northwest is Hwy 16 known as the "Back of the Dragon". 32 miles of serious twisties. There are several loop rides based on this road. The area has also been known to have some 'shine lurking in the woods.
 

Maybe the week before or after Sturgis rally would be better than during...

^^^^ As much as I dislike Montana, for mostly personal reasons, a parade of Rockets coming down the Beartooth Highway would be beyond awesome!!!! Hell, I'd even drive to Billings to catch the group and then down into Wyoming for the event.

The Upper Peninsula of Michigan is a popular destination. Although I have yet to see any serious twistees.
