T3350900 shifter pedal washer

Does anyone know anything about this washer? It looks like a felt, fiber, or leather washer and mine is falling apart! The diagram says it's a 6.4x11x1.6 size, shown as #17, but doesn't say what the material is. The part number is T3350900 The diagram doesn't show a similar washer between part numbers 7 and 12, but it seems there is one on my RIII Touring. I live about 215miles from the nearest Triumph dealer, so if anyone knows if this washer would be something I might be able to find at a hardware store, please let me know. One on-line Triumph part vendor wanted $1.00 for the washer and $9.00 for shipping!!
