See if you can find a copy of the ser manual. There should be some posts with links to the download of the PDF. Look for the fork assemblies and see what all is up there. It may be just a piece to keep other parts lined up properly or it could something more important. I have a copy of the Rocket / Classic manual but not for the touring.

Here is a link to a png document that shows the Fork Assembly. You will notice that item #9 is a clip that may have been lost and that is why the plastic piece is hanging down.

I have a PDF of the standard but not the TOURING. I saw that particular page you are showing but it seemed to me that circlip goes between the dust seal and oil seal...or am I reading that wrong!
