The MSF recommends, and we followed with our two daughters -- a Honda CB250 Nighthawk (all their bikes in the local course are 250 of some make or other). Still have the Nighthawk.
MSF recommends 5,000 miles before moving up. Of course individual circumstances vary enormously.

Yes I think Yiu are right. My youngest (on my right) wants to ride and I have a 2012 cbr250rr sitting there too (was going to teach my nephew but he does not want to be seen on that bike)
Mittzy prefect learning bike, they pretty much use those for learner courses just the cb with crash bars. nice and light (pick up if dropped) enough power, but not to much. i'd be wrapped if my uncle said heres a bike for you to learn on.
You could teach them how to ride on a HD sportster883 they are cheap, slow, look ok? not to heavy and sound a lot faster then they really are! But they will probably grow out of it in 2 weeks!
Don't teach those Angels to ride brutha...next thing they will have bloody ruffians on motorbikes following them home and revving up your street like we used to do!!...old neighbours waving clenched fists and yelling "Hooligans!"...cigarette butts on your driveway...all that stuff!!!
The best beginner bike is as small a bike as you can find. Something like a Honda Grom. The smaller, lighter and less intimidating, the better. Learning to handle more weight and power is secondary.
