Top end speed

Installed a tune into my mates bike that works fine in my bike but his now runs out of legs at around 180kph. Both bikes have jardines and 3 K&Ns and no 02 sensor.
Any ideas what would cause the top end power loss?
 
112 mph at 6300 rpm? Is it sputtering? How about clutch slipping?
 
Ran into that on my Roadster on the dyno and had to raise the speed limiter up to the max. On the dyno, it now shows 171MPH.

Does the engine run out of steam or does it begin to buck? The former says too lean, the latter says you're hitting an ECU limiter.
