I rolled one of the flaps by hand (like a new ball glove) until I was happy with the contour and used 100% silicone to bond it to the fender. Clamps and other gadgets assured it stayed pressed into the fender valley shape during cureing. After dry, I removed the clamps and added a generous bead along the top and sides of the leather flap.
