Social Groups were a feature introduced last year, but wasn't completely stable or useful until now. Here is the description of Social Groups in the FAQ.
There are cases where an idea may be best served as a new R3Owners Forum; but if you wish to create a Social Group of your own for whatever reason, all members have the ability to do so. Groups can be public or private, and discussions look similar to forum threads.
