When I turn on the ignition (before starting), I get a constant buzz at the throttle bodies that it does not go away. Is this to be expected?

Wondering if that's the stepper motor (#3) acting up. Try putting your hand on it to see (feel) if that's where it's coming from. Many of us here have done away with it, as when faulty it can be the source of problems. If that's it search out what steps you need to do to disable it, or get another one.
