Help with throttle body sync

I have done a ton of searching here and was even able to sync my 2012 Roadster easily when I had it. Now I have a 2007 Carpenter Classic and about ready to pull my hair out. Well if I actually had any. So here is where I am:
1. Plumbing removed including the 3 pod filters (this is a must!)
2. New TPS sensor installed and calibrated with TunEcu
3. Looking with my eyeballs, the front screw only moves #2 TB. Back Screw only moves #3 the arms are literally not connected except for the throttle itself
4. I can get #1 and #2 equal but #3 will be out, then I get #2 and #3 together and #1 will be out

Here is my question.
1. Which TB is the Primary? Meaning it doesn't change no matter which screw I turn. My presumption was TB#1 as IDK indicated in his write-up, however #3 TB is not changing with the back screw although all logic tells me it has too.
2. Should I start with the front adjustment? What should that sync (2+3 to 1) or (2 to 1) and what should the rear sync (Just 3 to 2)? So many conflicting info here.
 
the numbers should be 580 to 690
turn screws out/counter clockwise to lower numbers
number 1 should be set if you didn't mess it up
start with #1 then
adjust #2 to #1
adjust #3 to #2
never get them all to match ig you can get them to about ten off thats good

probablly should spray all the linkages espesally where the cables hook up
open throttle and let it fly shut and make sure that the cables have a little freeplay
