I live in a windy, dusty area. Is it a good idea to leave the Bearclaw off with the filters exposed?
 
That depends on how often you want to take them off and clean them? They're pretty resilient, but a lot of blowing sand will require more frequent cleaning? I usually do mine at beginning of season and somewhere in the middle, about 3-4k miles.
There are also filter covers you can get, depending on what you're running?

We get some pretty serious dust storms around here in the summer. I keep a close eye on mine and if I get caught in one of our haboobs I clean them before the next ride. You could also get some covers for them for added protection.

you can always buy the dust cover for the filters if it is that bad out there. I have them for the larger K&N system I just took off my bike to try something different.

 
I live in a dry dusty sandy climate too. I choose to keep the stock paper filter until someone makes a performance dry paper filter system. Very easy to clean the paper filter. I do it several times a year. With 28,000 miles I still have the original filter and it still looks new.
