Yep, they will allow the use of a Harley Davidson or HD Chinese eBay generic pannier rail version to be cut to length and attached to the Triumph RIII Touring stock rear 'Dresser bars'. The factory Triumph version are now unobtainable and last I saw sold online for about US$700 a set, used or new is irrelevant when somebody with money really wants them. They won't pay that for the HD ones though!
These eBay parts connect the horizontal pannier cage rail bar to the 'dresser bars' at the correct angle.
