Schumacher Tender Killing batts?

I have a Schumacher Speedcharge 1.5A/Float tender I have used for my motorcycles.....I recently hooked it to an interstate batt on my New Used R3 that I just bought (2008 R3) and the owner that sold it had let the Interstate batt go dead and recharged it. Well...My Schumacher was showing "charged" on the interstate batt when it would not crank the bike. I just got a replacement batt installed and decided to check the Charger on a VOM first with the clamps from the tender to the probes of the VOM.

Bang....I am showing 7V on the tender at 12V unloaded and 4V on the 6V setting. The new AGM battery is reading 13.48V and I have connected it to the Tender with the VOM monitoring voltage.

Does anyone know if Tender should show 40+ per cent below stated DC output status when not loaded?

Just wanted to ask this question as I know nothing about tenders and it seems strange it would not output 12V initially seeing just the VOM by just adjusting the amperage down.
