I see that when a mechanic re-balanced my wheels he removed a weight from the rim but did not remove its adhesive. I've tried a wheel polish and a chrome polish but the gunk won't come off. Would Goo-Gone damage the finish on stock wheels? If so, what would remove the gunk?

Plastic razor blade (or regular blade but be gentle) then hit it with lacquer thinner. If that does not take care of it use some good alum, mag cleaner and some 0000 steel wool. Then use ride on tire sealant/ balancer and never have to do this again.

NO NO razor blade

Eucalyptus oil removes anything sticky, fast, it's safe to use on any surface, won't leave scratches as it lubricates while your rubbing.. WD40 would be my next choice
